Takara released this outfit in 1984 as part of their Combat Joe line, followed later by the
CHP. The initial release of Combat Joe in March of 1984 consisted of three figures: World War II-era American and German soldiers, and a modern American soldier. I think Takara released this due to the popularity of the SWAT TV series of the 70s. The show starred Steve Forrest as the unit's leader, Lt. 'Hondo' Harrelson, and Rod Perry as Hondo's second-in-command "Deke." The show also featured an early starring role by Robert Urich as Jim Street, one of the young team members.
This SWAT outfit by Takara was very basic: consisting his web gear, a knit cap as well as a SWAT cap, gas mask, and an M16 assault rifle. That was probably because the SWAT of the 70s were also less equipped then.

His shoulder patch says "San Francisco Police" and not LAPD.
