A scout trooper was an Imperial stormtrooper specially trained for scouting, reconnaissance, light/close quarters combat and sometimes sniping. Scout troopers wore specially modified lightweight armor with greater flexibility than standard stormtrooper armor and often used light repulsorlift vehicles, such as the 74-Z speeder bike, in the course of their duties, earning them the nickname "biker scouts".
This is Hasbro's 1/6 scale 12-inch scout trooper "biker scout" released in 2000 together with the speeder bike (bike post with schematic here). He turned out quite NICE!!
Scout trooper armor was very different than that used by a usual stormtrooper. The armor was designed for maximum movement and flexibility during combat. Their helmet consisted of a macrobinocular viewplate for vision enhancement and boosted comlink system for long-range communication.
A black body suit was worn with pockets and knee pads for comfort when kneeling. The chest armor was connected to the back armor, which housed a computer in the power unit backpack that powered up the suit. Arm armor was limited and black gauntlets were worn. Pouches that held their weapons and tools were attached at the waist. A groin flap was used for comfort when riding a speeder bike. Scout troopers wore white boots with a tan bottom and one boot was fitted with a holster for his unique blaster pistol.

The compact, one-handed blaster pistol was fitted with a side-mounted targeting scope and phase amplifier, and featured a miniature gas cell at the rear. The weapon had a short-range barrel. Scout troopers commonly carried these weapons in a boot holster.
Because scout troopers wore padded gloves, the pistol had a pressure-sensitive stock rather than a trigger. The trooper was able to grip the stock with two gloved fingers through the enlarged finger guard.
