Although ARC clone trooper CC-8826 was initially bred to have no individual thought or feeling, essentially a machine created to fight for the Galactic Republic, he was given the opportunity to develop a unique personality. Enrolled in Alpha-17's clone trooper commander program, he was actually encouraged to adopt more freedom of thought and expression.
Among the first graduates of the program, CC-8826 stepped into the role of clone marshal commander with the assignment to oversee the 91st Reconnaissance Corps. He takes the nickname Neyo, and develops a reputation as an especially cold, almost morbid commander. Terse and concise, Neyo isnt much for conversation but he displays an exemplary level of loyalty to his command. Working alongside commanders Faie and Bly, he leads a successful campaign to defeat the Seperatists on Saleucami. After their victory he remains on Saleucami under the leadership of Jedi General Stass Allie. In a testament to his loyalty, Neyo later follows Supreme Chancellor Palpatine's order to execute General Allie, without a second thought or moment of hesitation.

I'm not particularly keen on this helmet design. All the clone commanders may have opted to be individualistic by customizing and accessorizing their armor and uniforms to look unique but Neyo's helmet design doesn't flow with me. It doesn't sit well with the rest of the clone commanders / troopers.
In fact, if Kilowog from the Green Lantern Corps were to join the Galactic Republic and fight as a clone commander, this is exactly what he'll look like :) Don't believe me? From the slits for the eyes to the huge lower jaw (like those of a bulldog), Neyo looks just like how Kilowog would look if he was in the Star Wars universe haha
Remember the movie "Matrix" when Neo's mouth got sealed? That's how this Sideshow Collectibles Star Wars 1/6th scale Commander Neyo 12-inch Figure looks like to me. I'm just glad this wasn't the design they decided to go with for the rest of the Clone Commanders and Troopers. Phew! And I thought the Phase 1 helmet was bad enough.
I suppose the helmet fits the clone since Neyo was one of the coldest and unfeeling clones in his training class, creating a laconic, almost morbid personality. Neyo wore a style of phase II clone trooper armor similar to that used by the deadly clone assassins of the GAR.
During a speeder patrol on Saleucami with General Allie and fellow trooper designated CT-3423, Neyo received Order 66—a Republic directive that labeled the Jedi Order as an enemy of the state—from Supreme Chancellor Palpatine. Given the order to kill Allie, Neyo and 3423 followed through, vaporizing their former commanding officer with their speeder bikes' laser cannons.
